پانامہ کیس میں جتنے بھی لوگوں کا نام آیا ہے سب سے ریکوری کی جاۓ.   ریلوے کی ہزاروں ایکڑ اراضی پر قبضہ مافیا کا راج ہے وہ اراضی واگزار کرانے کے بعد بیچ دی جاۓ.

ایک سب سے اہم بات کہ جب کوئی شخص کسی حکومتی عہدہ پر فائز ہوتا ہے تو اس کو ملنے والے تحائف پر سرکار کا حق ہوتا ہے نہ کہ اس شخص کا.... تو پوچھا جائے کہ پانچ ارب روپے کی ملکیت والا بحریہ ٹاؤن میں محل کس مقصد کے لیے بطور تحفہ سابقہ صدر نے قبول کیا تھا.  اگر جواب تسلی بخش نہ ملے تو اسے بحق سرکار ضبط کیا جائے.

اور چلتے چلتے بتاتا چلوں کہ ہمار وزیر اعظم ہاؤس قائد اعظم یونورسٹی سے کچھ زیادہ ہی رقبے میں واقع ہے -

اچھا ایک اور بات یاد آئی کہ آپ نے پچھلے دنوں موبائل فون پر ٹیکس کٹوتی ختم کی ...کہ جو ایک سو کے کارڈ پر بچیس روپے کے قریب تھی ،  اگر  بائیس کروڑ کی آبادی میں صرف دو کروڑ افراد موبائل استعمال کرنے والے تصور کیے جائیں  اور ہفتے کا ایک کارڈ  تو جناب یہی پچاس کروڑ روپے بنتا ہے ، جو  اب حکومت کی بجائے کمپنیوں کی جیب میں جا رہا ہے ...عوام کو کوئی خاص رلیف نہیں ملا ..اپ اسے واپس بحال کر کے ڈیم کے لیے مختص کر لیں

اگر گزری حماقتوں کا ذکر کریں گے تو رونے کے سوا کوئی چارہ نہ ہو گا ...جیسا کہ اورنج ٹرین ہے جس پر دو سو ارب روپے سے زیادہ لگ رہے ہیں جو ایک شہر کی صرف ایک سڑک ہے ...آپ نے نیرو کا نام سنا ہو گا ؟

جی ہاں ہمارے یہ حکمران نیرو ہی ہیں کہ روم جل رہا تھا اور یہ بانسری بجا رہے تھے -

The Protection against Harassment of Women at Workplace Act, 2010

Protection against Harassment of Women at Workplace Act was passed in March 2010 for entire Pakistan. It makes sexual harassment of women in the workplace and in public spaces a criminal offence.

Objective

The objective of this act is to create a safe working environment for women, which is free from harassment, abuse and intimidation to facilitate their right to work with dignity. It will also enable higher productivity and a better quality of life at work.
This law is not only restricted to workplaces, it is applicable to all public spheres.

Sexual Harassment

Unwelcome sexual advances, requests for sexual favours or other verbal or physical conduct of a sexual nature that interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment constitute sexual harassment.

3 significant forms of sexual harassment in the work place are:

• Abuse of authority  
• Creating a hostile environment
• Retaliation  

Sexual harassment can take many forms. These include:

• Unwelcome sexual advances
• Demanding sexual favours in exchange for job security
• Verbal or physical conduct of a sexual nature
• Rumour spreading and malicious gossip in the work place
• Obstructing performance and/or advancement upon refusal to comply

Work Environment for Women in Pakistan The work environment for women, in a male-dominated society like Pakistan, is often hostile and antagonistic hindering their contribution to their country’s development as well as their right to employment. Various studies have found that social constraints and an aggressive work environment discourage women from seeking employment. To encourage women to join the labour force the government has set a quota for women but often even the minimum quota of 10% remains unfilled. Though women have been working in senior positions and running businesses in the private sector, these have been few in number. However, in recent years, there has been a gradual increase in the number of women working in the government and the private sector despite the obstacles they face. Various forms of discrimination and harassment experienced by women are:  At home:  discriminating against and demeaning the girl child, deriding the woman working at home, not allowing women to make decisions, and being violent.  On the streets:  catcalling, touching, teasing and intimidating.  On public transportation: touching, pushing, and using vulgar language. In public places: staring, touching, intimidating, behaving aggressively, chasing and being violent.  At the work place: leering, staring, making passes, discriminating, abusing authority for sexual favours, flirting, and inflicting violence.

Just say NO to sexual harassment because -----The Law Protects YOU  The law requires all public and private organizations to adopt an internal Code of Conduct aimed at establishing a safe working environment, free of intimidation and abuse, for all working women. This law obligates employers’ to set up an Inquiry Committee to investigate a harassment related complaint. The Committee has to have three members, at least one of whom has to be a woman. The Inquiry Committee shall:

• Launch an investigation against the accused
• Recommend the imposition of penalties if the accused is found guilty
• Forward recommendation to the Competent Authority which will implement the decision

Punishments can range from censure, stopping  promotion, compulsory retirement, removal, dismissal from service and  fine payable to the complainant.
The Act also provides for the appointment of an Ombudsman both at the Federal and Provincial level to listen to appeals filed by the aggrieved party. The victim can also appeal to the President or the Governor if dissatisfied by the decision of the Ombudsman. More information regarding the Act and the Code of Conduct intended to help organizations ensure compliance with the Act is available at www.aasha.org.pk.

NOTE: Amendment to Section 509 of the Pakistan Penal Code, 1860, clearly defines harassment and recognises it as a crime. This section has increased the maximum punishment for this offence to imprisonment which may extend to three years or a fine of up to five hundred thousand rupees or both.

لڑکے اور لڑکیوں کی شادی میں دیری کا بڑھتا ھوا خطرناک رجحان؛

👌 *ایک لمحۂ فکریہ*👌

آج سے تقریبًا پندرہ سال پہلے معاشرے کا جو رجحان تھا، اس کے مطابق جس لڑکی کی شادی پچیس سال کی عمر سے پہلے کر دی جاتی، تو ایسی شادی کو بروقت گردانا جاتا۔
پچیس سال کی عمر کا ھندسہ عبور کرنے کا یہ مطلب لیا جاتا کہ لڑکی کے رشتہ میں دیر ھو گئی ھے.....

♢♢اس سے پہلے کا معلوم نہیں لیکن ھو سکتا ھے کہ دیری کا یہ پیمانہ تین چار سال پہلے تصور کیا جاتا ھو...

پھر سات آٹھ سال پہلے یہ صورتحال ھوئی کہ تیس سال کی عمر سے پہلے پہلے لڑکی کی شادی بروقت قرار دئے جانے لگی۔ یعنی محض سات آٹھ سال میں پانچ سال کا فرق آ گیا۔

اب بھی ایسے معاملات ھیں کہ اکثر گھروں میں لڑکیوں کی عمریں تیس سے چالیس سال کے درمیان ھو چکی ھیں لیکن رشتہ *" ندارد "*۔

یہ رشتہ میں دیری کا رجحان ھمارے معاشرے میں ایسی خاموش دراڑیں ڈال رھا ھے جو معاشرتی ڈھانچے کے زمین بوس ھونے کا پیش خیمہ ھیں۔
لیکن حیف کہ اس کا عملی ادراک معاشرے کے چند لوگوں کو بھی نہیں۔

آئیں! اس دیری کی وجوھات کا تعین کرنے کی کوشش کرتے ھیں،،،،

🔸 *پہلی وجہ*🔸

لڑکوں کا تعلیم کے میدان میں پیچھے رہ جانا اور لڑکیوں کا اس میدان میں آگے نکل جانا ھے،،،،
پچھلے کئی سالوں کے بورڈ کے امتحانات کے نتائج اس بات کے شاھد ھیں،،،
اس کی وجہ سے تعلیم کے لحاظ سے ھم پلہ رشتہ ملنا انتہائی مشکل ھو چکا ھے۔
شہروں میں کچھ سالوں سے لڑکیوں میں بڑھتے ھوئے *"پی. ایچ. ڈی"* کے رجحان نے اس کو اور مشکل بنا دیا ھے۔

▪ *دوسری وجہ*▪

اچھی تعلیم حاصل ھونے کی وجہ سے لڑکیوں کو روزگار کے مواقع نسبتًا آسانی سے مل جاتے ھیں،،،،،
اس کے دو اثرات سامنے آئے ھیں؛؛

▪ *ایک*▪

والدین کا ان لڑکیوں پر مالی انحصار کرنا شروع ھو جانا،،،
▪ *دو*▪
نوکریوں کے لحاظ سے ھم پلہ رشتے نہ ملنا۔

💥 *تیسری وجہ*💥

کچھ والدین کا اس معاملہ میں بالکل ھل جل نہ کرنا ھے،،
لڑکیوں کی عمریں اٹھائیس اٹھائیس سال ھو جاتی ھیں لیکن انھیں کم عمر ھی تصور کیا جاتا ھے۔

♧♧ ایک زمانہ تھا کہ اٹھارہ بیس سال کی عمر میں مائیں رشتوں کی تلاش میں سرگرداں ھوجایا کرتی تھیں۔
🌹 یہ رجحان، *الحمد للہ* دینی گھرانوں میں اب بھی بدستور موجود ھے جو کہ ازحد ضروری ھے۔

🔺 *چوتھی وجہ*🔺

جس لڑکی کی عمر تیس سال سے اوپر ھو جاتی ھے اس کے لئے عمر کے لحاظ سے رشتے مشکل ھو جاتے ھیں کیونکہ اکثر لڑکے والے کم عمر لڑکی کی تلاش میں ھوتے ھیں،،،

🔹 *پانچویں وجہ*🔹

لڑکے والوں کے از حد نخرے ھیں،،،
اول تو کوئی لڑکی، لڑکے کی ماں بہن کو بھاتی نہیں، فقط کھانے پینے سے لطف اندوز ھونا ھی شاید مقصد ھوتا ھے۔
اگر کوئی لڑکی پسند آ بھی جائے تو پھر فرمائشوں اور رسوم و رواج کے نام پر لڑکی والوں کا مکمل استحصال کیا جاتا ھے۔

ھمارے ایک ایسے دوست ھیں جن کے گھر والوں نے بیاسی جگہ ان کا رشتہ دیکھا، پھر ایک جگہ ھاں کی،

کچھ عرصہ بعد وھاں سے رشتہ توڑنے لگے تو اس دوست نے انکار کر دیا کہ میں مزید تماشا نہیں دیکھ سکتا..

▪ *چھٹی وجہ*▪

شہروں میں ایک عجیب وجہ سامنے آئی ھے؛
لڑکی کے والدین، لڑکے میں وہ تمام کامیابیاں دیکھنا چاھتے ھیں جو پچاس سال کی عمر میں حاصل ھوتی ھیں۔

مکان🏘 اپنا ھو،
گاڑی🚘 پاس ھو،
تنخواہ کم از کم اتنی ھو وغیرہ وغیرہ۔
میں اپنے ایک انجینئر دوست کا رشتہ کروا نے کی کوشش میں تھا؛ لڑکا لائق فائق، خوش شکل، نوکری اچھی،،،
لڑکی کی ماں کو بہت پسند تھا، لڑکے والے بھی راضی تھے لیکن اچانک لڑکی کے والدین نے انکار کر دیا اور وجہ یہ بتائی گئی کہ لڑکے کے پاس اپنا مکان نہیں، وہ کرائے کے مکان میں رھتا ھے۔
اب ایسے رویوں کا کیا کیا جائے؟
کیا یہ اپنے پاؤں پر کلہاڑی مارنے کے مترادف نہیں؟

🍃 *ساتویں وجہ*🍃

خاندانوں کے اندر ایک عجیب و غریب وجہ دیکھنے میں آ رھی ھے۔ ھر ماں اپنی بیٹی کا رشتہ خاندان میں بخوشی کرنے پر راضی ھے لیکن جب اپنے بیٹے کا معاملہ آتا ھے تو خاندان کی سب لڑکیوں پر ناک بھوں چڑھا لیا جاتا ھے اور بڑے طمطراق اور فخر سے خاندان سے باھر کی لڑکی لائی جاتی ھے۔

●●اس کے علاوہ مزید وجوھات بھی ھوں گی۔

وجوھات جو بھی ھوں لیکن یاد رھے کہ اس سے ھمارا معاشرتی نظام درھم برھم ھو رھا ھے۔ اور ھماری نوجوان نسل، بروقت شادی نہ ھونے کی وجہ سے، میڈیا کی پھیلائی ھوئی، بے حیائی کا بآسانی شکار ھو رھی ھے۔ اور جو محفوظ ھے، وہ اپنے ساتھ ایک خاموش نفسیاتی جنگ کا شکار ھے۔

مغرب تو اس طرز سے اپنے آپ کو برباد کر چکا اور ان کی آبادی اب ریوَرس گیئر میں چل رھی ھے لیکن ھم جانتے بوجھتے خود اس گڑھے میں گر رھے ھیں اور وہ بھی ھنستے مسکراتے۔

اور ھم سب اس اجتماعی خرابی اور زوال کے ذمہ دار ھیں۔

صد افسوس!
کشتی ڈوب رھی ھے اور کشتی کے ملاح اور مسافر بے نیاز۔
